Newsom's scaling down of the National Guard at the border is a departure from what his predecessor, Gov.

The general order assigns 110 troops for wildfire prevention and another 100 to be used in intelligence operations against drug cartels, including a small group at the state's ports of entry.

Aside from state National Guards, the president has ordered thousands of active-duty troops to the border.

The order will recall all but a few hundred National Guard troops, who will remain deployed to combat drug and gun smuggling, Newsom's spokesman Nathan Click said.

I reject the federal contention that there exists an overwhelming national security crisis at the southern border, along which are some of the safest communities in the country.

The move is widely seen as an act of defiance of the Trump administration, with the governor set to call the president's characterization of the "emergency" situation at the border a "manufactured crisis", according to excerpts from his State of the State address to be delivered Tuesday. Every president since Ronald Reagan has called on the National Guard for limited, temporary missions along the frontier.

According to CBS News, the Democratic governor plans to keep about 100 of the 360 troops now deployed at the border, but not for immigration purposes.

Jerry Brown (above right) originally approved the mission through the end of March, but qualified that the state's troops "will not be enforcing federal immigration laws".

Just a month into his governorship of the nation's most populous state, Newsom has sparred with Trump on immigration and other issues. "However, there is a gray area", Baldwin said.
