In October, President Donald Trump declared the United States would pull out of the treaty and build up America's nuclear stockpile "until people come to their senses".

"The statements issued today by both Secretary Pompeo and the NATO Foreign Ministers that Russian Federation is in material breach of the INF Treaty are a clear indication that our European allies have joined with us in recognition of how grave the threat from Russian Federation has become", Cheney said in a statement.

"Russia scrupulously abides by the provisions of the treaty, and the USA side knows this", she said.

If Russia is serious about preserving the treaty, the release added, it should discuss U.S. concerns over the 9M729 missile system.

"Allies have emphasised that the situation whereby the United States and other parties fully abide by the Treaty and Russian Federation does not, is not sustainable", they warned.

"The Russian side has repeatedly declared that this is, to say the least, speculation", Zakharova said of the US allegation.

"The United States declares today it has found Russian Federation in material breach of the treaty and will suspend our obligations as a remedy effective in 60 days unless Russian Federation returns to full and verifiable compliance", he said.

The INF was a bilateral treaty between the U.S. and the then Soviet Union, so it puts no restrictions on other major military actors like China.
