Naftali Bennett, another far-right member of Mr Netanyahu's security cabinet, said "deconfliction mechanisms" would be improved, referring to a Russian-Israeli hotline created to avoid inadvertent clashes with forces Moscow sent to Syria as part of a military intervention mounted in 2015. However, Russian president Vladimir Putin promptly ascribed the incident to the fog of war.

Israel must provide Moscow with more information about the downing of a Russian military aircraft near the Syrian coast earlier this week, Russia's Foreign Ministry said in a statement on Thursday, the Interfax news agency reported.

Netanyahu "offered to send the Israeli Air Force commander to Moscow to deliver all the necessary details" for the investigation, the statement said. "Gen. Igor Konashenkov. Russian Defence Minister Sergei Shoigu called his Israeli counterpart, Avigdor Lieberman, to declare that 'the Israeli side bears full responsibility" for the plane's downing.

The Russian Ministry of Defense Tuesday acknowledged that its plane had been hit by Syrian anti-aircraft fire, but placed blame for the incident squarely on what it termed a "provocation" and "hostile" act on the part of Israel. Washington would nearly certainly respond militarily to any Russian retaliation against the Israeli action in Latakia. "As for your comparison with the downing of our plane by a Turkish fighter, this was a different situation", Putin said.

Israel regards Hezbollah as the biggest threat on its borders and has said that it has carried out repeated strikes in Syria to prevent it getting arms deliveries from Iran. The Russians claim that the Israeli Air Force used the Il-20 as cover under the assumption that the Syrians would not endanger a Russian aircraft.

"It looks most likely in this case that it was a chain of tragic chance events, because an Israeli aircraft did not shoot down our aircraft. But Israel is playing a risky game, with maximalist objectives to roll back Iranian presence in Syria".

Russian Federation added that Israel, which according to its own admission conducted hundreds of air raids in Syrian over the past year or so, didn't warn Russian Federation of any operation in the region.

Thousands of people who were recently displaced by violence in northwest Syria have returned home following a Russia-Turkey deal that averted a government offensive on the last major rebel stronghold, Syrian opposition activists said Wednesday.

The agreement derails the Syrian government's plans to launch an assault on Idlib; in recent weeks, government troops and their allies have positioned themselves around the rebel-held province, according to state media, with officials insisting an operation was imminent.
