The storm has set rainfall records in several locations in North Carolina, including Swansboro, with a whopping 34 inches, Hoffman Forest with 29.48 inches and Sunny Point with 27.44 inches.

Four days after Florence blew ashore and began unloading more than 60cm of rain that paralysed much of North Carolina, Wilmington was still virtually cut off from the rest of the state, with just one road tentatively open as a supply route.

The shelters are grateful, to say nothing of the animals that had been left behind.

And across North Carolina, officials reported 2,600 rescues from the storm as of September 17, NBC News reported.

Flash flood warnings are in effect across a large portion of southern and western North Carolina and parts of northeast SC and southwest Virginia, according to the NWS.

North Carolina's governor, Roy Cooper, warned that floodwaters would linger for days, and urged residents in the path of the hurricane who had evacuated not to return yet.

"We thought we were prepared, but as we found out, we were not quite as prepared as we thought", she said. "I had a passion", Nichols said in the video.

"The soil is soaked and can't absorb any more rain so that water has to go somewhere, unfortunately", he said, adding that the rivers would start to crest on Monday.

At least 23 people have been killed as a result of the storm, which made landfall on Friday as a Category-1 hurricane. Roads were being cleared and the landfill was open to accept storm refuse.

"While the island itself did not sustain severe damage, at this time most roads leading to the Wilmington area are impassable due to flooding", the town's website says.

The storm dumped more than 8 trillion gallons (30 trillion liters) of rain on North Carolina, the weather service said.

As it moves north, Florence continues to dump rain on North and SC in already-flooded areas. "We know the Lumber River, the Northeast Cape Fear River, the Black River, the Cape Fear River are all going to be past flood stage", Wilmington Mayor Bill Saffo said.

The report said that I-40 from Exit 385 near Wallace to the New Hanover County line is closed.

More than 488,000 households in North Carolina and 20,000 in SC are without power, according to state officials.

Forecasters with the NWS expect Florence to move northeastward Monday and east across the southern part of New England on Tuesday.
