The National Hurricane Center says Hurricane Florence is expected to bring life-threatening storm surge and rainfall to portions of the Carolinas and mid-Atlantic states. The storm was about 235 miles east-southeast of Wilmington, North Carolina and was moving at about 17 mph on Thursday.

As of 11pm, Florence was a Category 4 hurricane packing sustained winds of 140 miles per hour (220 kilometers per hour), the Miami-based National Hurricane Center (NHC) said.

According to Fox News Senior Meteorologist Janice Dean, Florence could stall upon reaching the Carolina coast later this week and make a slight shift south toward SC once it makes landfall, becoming "a major flooding event". Potential threats from hurricanes include powerful winds, heavy rainfall, storm surges, coastal and inland flooding, rip currents, tornadoes, and landslides. There are 5.25 million people under hurricane warnings and watches and another 4.89 million under tropical storm watches and warnings. First, the storm is predicted to have a "life-threatening storm surge" at the coast.

The slow movement, combined with the massive amount of moisture this storm holds, will bring risky rains - from 20 to 30 inches in coastal North Carolina, with 40 inches possible in isolated areas, the weather service says. "A lot of local people are staying", she said of the island, which is reachable only by ferry or plane.

Byard, the FEMA official, said "this storm is not going to be a glancing blow".

The storm surge warning issued by the National Hurricane Center extends from the South Santee River in SC to Duck, on North Carolina's barrier islands known as the Outer Banks.

"We are hoping for the best and preparing for the worst", Maryland Gov. Larry Hogan said, noting that Florence could cause catastrophic flooding in his state.
