That's the European Union law that says the country of arrival is the one that should take responsibility of migrants and asylum seekers.

Earlier this year, an administrative tribunal in Nice ruled that the police violated legislation in 20 separate cases of unaccompanied children who were detained and returned across the border to Italy.

The confirmation of Conte's Paris visit came minutes after Italy's deputy prime minister Luigi Di Maio said Rome would "not back down" without a French apology.

The Trenton rescued the 40 migrants Tuesday. German aid group Sea-Watch said the migrants were picked up after their rubber dinghy sank and the Navy also had recovered the bodies of 12 people.

The ship is now sailing to Valencia in Spain. "From the start of my mandate I have wanted to collaborate with Italy", Macron said, according to BFM-TV.

An EU scheme to distribute migrants equitably around the bloc has failed miserably, with central European members flatly refusing the quotas and others, including France, falling far short of their allocated target.

"France, as well as Italy, must manage this migrant crisis and we must give responses together", he said.

Conte said they had agreed that "we must turn the page on migrants" after he proposed setting up hotspots in countries of origin and transit including Libya, Niger and other sub-Saharan nations.

During the recent election campaign, Salvini pledged to deport half a million migrants and has since insisted that Italy must not be "Europe's refugee camp".

Incidentally, some media wrote that the Makron finally called on Thursday, June 13, the Prime Minister of Italy, Giuseppe Conte, however, it is unknown what he was talking about officials. Italy will also present its own proposal to overhaul European Union asylum and immigration policy during the second half of the year, Reuters quoted Conte as saying on Friday. Malta refused, saying it wasn't involved in the rescue.

Italy had refused to accept the vessel, which was carrying more than 600 African migrants, diverting it to Spain.

Nine rescue boats, a helicopter and an airplane from the European border agency, Frontex, are taking part in the operation. Volunteers counted 4,000 new arrivals in the first four months of 2018.

The Spanish government says it will pass a decree to extend public health care to foreigners without residence permits as part of new migration policies.

The pope made the comments Friday during an audience with Italian workers.

And now Italy and France are at opposite sides of a battle over the treatment of refugees.

They have fought alongside each other and as adversaries in different wars.

Mr Macron is understood to have attempted to quell anger in Italy which stemmed from criticism of Rome closing ports to a migrant ship in the Mediterranean Sea. They will then hold a joint news conference.

Macron called the move irresponsible and cynical.

They both agree that the Dublin Regulation should change.
