Congress and the White House have anxiously awaited Horowitz's report, which has taken about 18 months to complete and could affect Mueller's investigation into Russia's interference in the 2016 election.

Comey, whom President Donald Trump fired in May 2017, announced he was reopening the probe 11 days before the presidential election.

In an interview with the Hill's new television show "Rising", which aired Thursday, Attorney General Jeff Sessions said he is open to firing employees if the inspector general's report warrants it.
