Similarly, the inspector general found a July 2016 email in which a supervisor told investigators in Washington who were probing the Clinton Foundation they could not obtain bank records that the Los Angeles Field Office had picked up in an unrelated case, and that directive had come from McCabe.

A Justice Department spokesman confirmed Thursday that the report will include discussion of additional text messages between Strzok and Page. Mueller removed Strzok from his team after Horowitz disclosed the texts to him.

Congress and the White House have anxiously awaited Horowitz's report, which has taken about 18 months to complete and could affect Mueller's investigation into Russia's interference in the 2016 election.

Comey, whom President Donald Trump fired in May 2017, announced he was reopening the probe 11 days before the presidential election.

In an interview with the Hill's new television show "Rising", which aired Thursday, Attorney General Jeff Sessions said he is open to firing employees if the inspector general's report warrants it.
