The Panmunjom Declaration was announced on April 27 after the third inter-Korean summit between South Korean President Moon Jae-in and top DPRK leader Kim Jong Un, agreeing to complete denuclearization and the adjustment of the current armistice agreement to a peace treaty by the end of this year.

North Korean leader Kim Jong-un (R) meets U.S. Secretary of State Mike Pompeo (L) in this photo published in the May 10, 2018, edition of the North's daily Rodong Sinmun.

North Korea has gone back on peace overtures before, but an IN congressman says there are signs the country is serious this time.

Pompeo said there would need to be "complete" and "verifiable" denuclearization, suggesting it would involve inspections to ensure the North's compliance.

"While the North Koreans say that nuclear disarmament should proceed stage by stage, taking into account reciprocal steps and in the absence of a threat from the United States, the USA side insists on North Korea's transparent and unconditional denuclearization", the expert noted.

Mike Pence said, "What Kim Jong Un has said publicly and in discussions is that he is prepared, he is prepared to negotiate to achieve complete denuclearization of the Korean peninsula".

"We had good conversations, substantive conversations that concerned deep complicated challenges", Pompeo stated about his two conferences with the North Korean chief who is understood for assassinating rivals and relations, and operating jail camps all through his nation.

President Trump announced Pompeo's trip to the hermit kingdom on Tuesday, saying he was going there to prepare for the upcoming meeting between the president and Kim.

But he added: "I'm confident that we have a shared understanding of the outcome that the leaders want - certainly President Trump and chairman Kim, but I think president Moon as well".

"If we can hold to those three principles, this might work", Rice said at Stanford's Hoover Institution.

Some observers are concerned that South Korea's desire to build peaceful ties with the North may distance it over time from the U.S. policy of seeking nuclear disarmament at any cost.

In the expert's opinion, Trump's statement "won't produce a negative effect on the negotiating process with North Korea". Hardliners in the North are believed to see a nuclear weapon as a guarantee against outside efforts to topple the regime, but Trump insists he will not tolerate their growing arsenal.
